No—the originals stay in iCloud
With iCloud Photos and Optimize Storage enabled, full-resolution originals remain in iCloud while the iPhone can keep smaller space-saving versions. The phone downloads an original when it is needed, subject to network access and available space.
Optimization is not cleanup
Optimization reduces local pressure, but it does not reduce the size of the iCloud photo library. If iCloud itself is full, you still need to remove unneeded content, reduce file sizes, or change the iCloud+ plan.
When it fits
It works well for people who want the whole library visible and are comfortable depending on iCloud for full-resolution originals. Keep a separate backup if the photos are irreplaceable, and choose Download and Keep Originals before going offline for an extended period.
